Paypal have made a pre-announcement that they're offering a micropayment service this year. In some ways, Paypal already feels like it's a micropayment service, but of course the charges & fees become magnificed for small amounts. A service allowing you to charge nickels, dimes and pennies on a 'normal' website, will surely be attractive in the way that the Apple ITunes Store currently is.
